Pre-heat oven to 325 degrees.
Sift together flour and salt, set aside. In a medium bowl beat, the egg yolks till thick; add water and continue beating. Beat in the sugar and extracts. Fold in flour and salt mixture a little at a time. In a large bowl, beat egg whites until foamy. Add cream of tartar. Continue beating egg whites to stiff peaks. Gently fold in egg yolk mixture.
Bake in 10 in. ungreased angel food pan for 1 hour.
Invert pan to cool.
